States that the system of the Bureau in organizing labor for another year is complied with in Surry and Sussex Counties to the great satisfaction of the community, but in the County of Isle of Wight there is no Agent, and every thing is disorganized. The citizens have elected a Commissioner and are willing to second the Bureau.
Negroes are asking high prices &c. Understands the Agents duties at Suffolk, to extend over this County, but he has never been in the Co, &c — Agents in many instances do not attend to their duties
