There is undoubted need of a medical officer at Winchester and at some other points in that District.  Every effort has been made to find Physicians there who would contract at a reasonable price and who could take the oath.

None such can be found except at Harpers Ferry, and I have made a contract for that place.  There are also several other points where medical officers are much needed - but the same obstacles exist, as in that District, in the way of employing Genl Physicians.

In my opinion the oath will be required. I do not think Congress will make any change in regard to it:  I may be mistaken of course - but even if it is changed, it will take time to effect it.

If Col Brown thinks the means the Bureau will allow of contracting with more officers - it is highly desirable that it should be done immediately, to fill the important places, and to vaccinate the Freedmen within a reasonable time the present number should at least for three months to come, be doubled.  I await orders
