Respectfully returned to Surgeon C. W. Hornor, Chief Medical officer &c. who is authorized to send a Medical officer to Winchester Va. as within suggested. This officer will act as an agent of this Bureau. When the appointment is made, please return this paper to this office with the name of the officer.
