rebels dare to be from the fact. that they have been in the union army, they dont seem to know that rebellion against law and order makes them rebels I have made arrangements with the local authorities to have them provide for pauper freedmen that were resident in the county before the war, their are some paupers from other counties, their should be some way of issuing rations to them until the counties from whence they came are prepared to provide for them. their are others who have large families who are industrious and striving to get along but owing to the high rents are unable to provide themselves and families with a sufficiency of clothing, A great many persons are applying for information in regard to the freedmen every body has been acting on his own judgment, in the absence of information from the government.
