Reports in brief as follows. The removal of the troops from his district cause him great trouble in successfully managing affairs outside of Winchester. Has had to suspend efforts to take census in Warren County because of lack of men to do the work. Complains of want of clerical force generally. No competent enlisted men can found.
Recounts for increase in report of rations issued - by stating that since the removal of troops, Planters have driven their former slaves to him for support. Instances one case in which a woman and child were sent and deposited at the door of the Guard house in Winchester.
