The overseers of the Poor in the Counties of my Sub Dist have all been notified that they are expected to provide for their own Poor and I have called upon most of them personally and learn from them that there are no Taxes levied for the support of the Poor (Freedmen or Whites) in their districts. They all manifest a willingness to comply with the requirements of the Bureau were it in their power to do so.
All the Fence is destroyed on the Poor Farms in the Three Counties and the Buildings mostly destroyed but efforts are being made to improve them and thereby create a demand for Pauper Labor that will relieve the Bureau of most of its dependants.
My Report of the Freedmens School will convince you that it only required an effort to be made in the right direction and with the proper spirit to bring the school to the Standard mentioned in my last Report.
