Reports in brief as follows. The removal of the troops has occasioned no trouble. But desires a small detail for the purpose of arrests. Some summons of the Court are not obeyed — and sometimes its decisions are treated with contempt. Ask special attention to the case of "Walton".
Freedmen behave well and are generally entering into contracts by the year with monthly payments. Says the affairs of the bureau in his district are in a prosperous condition and the Bureau is gaining ground daily in the opinion of the more respectable citizens.
