Reports a brief as follows. In Alleghany and Bath Counties everything is going smoothly so far as his knowledge extends. In Rockbridge County since the excitement of the holidays has passed the Freedmen have generally provided themselves with homes for the coming year. Less complaints against the bureau during the month of January than at any month previous, which he thinks argues well for the satisfaction of the people with it. Schools in good condition but more teachers needed — there being but three to these hundred and sixty pupils. Wants at least two more teachers. Feeling against The Bureau violent but has the assurance of the Major and Civil Govt that they shall not be disturbed and the schools protected.
