office, I have on an an average three and four cases a day before me in many instances I have collected for the freedmen sums of money of from five to forty and fifty dollars__

The exception to the rule is where the people get justice, or any thing like just compensation for their labour

I therefore earnestly request that I may be allowed to use two more horses so that I can visit the various county seats in my sub district, or that I be allowed to employ an assistant for I feel that to secure justice and right to these people it is necessary that some such action should be taken in the case

I am told by some of the white people here, that there are places near the mountains where the freedmen are only nominaly free and where practicle slavery still exists.

I deem it my duty to lay the above facts before you and ask that some action be taken in the case__
