States that on the evening of the 19th inst a stone was thrown through the window breaking the glass and knocking over one of the children in the Freedmen's School. The school is taught by two ladies. Stones are thrown against the school house every evening. Is of the opinion that it is done by the students of the college (Washington) or Military Institute. At night these students rove about the streets drunk, singing rebel songs. The civil authorities tried to stop them — made some arrests, the students called at their houses & made noises &c. Believes the students would resist any force sent to arrest them. The colored people want to celebrate the 9. April. — Threats have been made against them if they do so. Wishes to know whether to permit the celebration or forbid it.
