In reference to the operations of Circular No 10" from your Head Quarters I have the honor to report I have made every effort to bring it to the knowledge of every magistrate in this district excepting the counties of Berkeley and Jefferson which are in West Virginia, but that sufficient time has not elapsed since March 19th the date of its [[inception?]] by me to afford any data on which to base a report of this manner in which this order is carried out.

The case of Dooley is stated in the report of Bureau affairs in Sub Dist "D" would indicate that the civil authorities are not active in their exertions to [[strikethrough]] punish [[/strikethrough]] enforce the law against white murderers of freedmen.
