Bt Major Wm N Felt
Com. Subsistence

Major,
In regard to the petition of Messrs Barksdate & Read and the Affidavit of their Agent, Mr Irving; and in answer to inquiries in your note of yesterday, I would state that several times during the past two months, that instead of complaining of "offensive odors" &c Mr. Irving has suggested and urged that the Freedman's Bureau should take down the partition and occupy the whole instead of half of the basement room, and of course pay $25, instead of $12.50 per month rent.

The room directly in front of the Soup House room is occupied as an office by the "Southern Employment Agency". If there were any "offensive odors" from the Soup House those gentlemen would be quite apt to notice them and complain, but do not.

The time required to cook the Soup is from seven a.m. until about 12 M. The Soup is mostly issued between twelve and two p.m.
The boilers and room are then abandoned, and the room closed for the day about four or five P.M.
