The within papers are respectfully returned with the report that I have thoroughly investigated the matter and find, the fears of the ladies were unnecessarily excited by A.B. Sweeny late Lt. and Asst. Supt. for Greene Co. who was relieved from duty some time since but still remains without any apparant business and if it is within the province of military authority I would request that he be ordered to leave the county for the benefit of the Freedmen and all concerned

(over)

I do not consider any special protection to be necessary for these ladies as there is no danger of their being molested

I am very respectfully
