Colonel:

I have the honor to inform you that I have made investigations in regard to the charges against Captain Stuart Barnes A.Q. M. and Supt' at Petersburg, Va with the following results.

The charges are loaning eight thousand (8000) dollars Government funds at 3 per cent per month, selling Government lumber at private sale worth seventy five (75) dollars per thousand foot for twenty five (25) collars per thousand feet: also that he Capt' Barnes keeps fine private horses. In regard to the 1st charge I find that at no time during the past two months has Capt' Barnes had at his disposal more twelve or fifteen hundred dollars and then not for more than fifteen days at a time.
