2nd charge I find that for the past two months Capt' Barnes has not had any lumber in his possession worth seventy five (75) dollars per thousand feet according to the opinion of any competent judges, and I could not learn of any Govt' lumber being sold at private sale during this time.

In regard to the 3rd charge I find that Capt' Barnes has three fine horses his own property. During my stay at Petersburg Va. I learned that Capt Barnes has three persons who maliciously inclined towards him for reasons which I presently state.

The said persons are respectively named Capt' Alexander Dallas 12th U.S. Inf'y, T.L. Dave and G.F. Moulton.

The first named person was for the past month on two Comd'g the military Post of Petersburg Va and being averse to the "Freedmens Bureau" he acted in such a manner as to obstruct the agents of the Bureau in the District from performing their duties to which Capt Barnes remonstrated and for which he has the animosity of said Capt Dallas.
