R.47. R.F.&A.L. Va. 2d Vol. 1866. Richmond Va June 8, 1866. Roche Thos. W. States that Lt. John Chance Asst. Supt. King William is in the habit of getting intoxicated and staying at the houses of farmers miles away from the Court House for several successive nights. Found Lt. Chance absent from the C.H. twice in 24 hours. That from his actions hardly any of freedmen can get redress and are afraid to make known their complaints. Testimony can he had to this effect, if desired.
