Respectfully forwarded approved. The sub-district of which Capt. Chandler has charge is one of the most important in the district and the amount of business transacted renders the services of a clerk absolutely necessary to the proper keeping of the records of the office. The necessity is rendered still more pressing by the fact that Capt. Chandler has but one arm, and is therefore unable to rule blanks for the use of his office.
