Sub. District F. comprises Rockbridge Co, a county where the services of the Bureau are especially necessary for the protection of the Freedmen. Bvt. Major. Geo. B. Carse, V.R.C. Asst. Supt. with office at Lexington - The records of the office, with the exception of the record of cases tried, are very incomplete - 
1st The condition of the Freedmen is good. They are industrious, thrifty, peaceable, and law-abiding. 
2d There is no likelihood that the freedpeople in this County can obtain impartial justice before the civil courts, where they are interested in cases against white people. The large number of cases in which they have failed to obtain their right seems to render the re-establishment of the Freedmens Court necessary - 
3d The record of marriages has been commenced but is as yet incomplete. Certificates of marriage will be given - The last three paragraphs of Circular No 11 have been fully carried out. 
4th The authorities intend to take care of indigent people without regard to color, and will have abundant means as soon as the taxes are collected. The means at present are wholly inadequate.
