General:
I have the honor to most respectfully inform you that about July 1st 1866 Mr D. A. Cardwell was brought before the mayor of this city on the charge of striking Winston Payne (col'd) and after being found guilty was fined ten or fifteen dollars and security was accepted for the amount of the fine and the same has not as yet been paid though an officer has called on said Mr. Cardwell on two occasions and he Cardwell refused to pay the same and told the officer to collect it if he could.
