This day William P Nottingham & Geo B Nottingham appeared before me Luther Nottingham a justice of the peace, for the County of Northampton, and State of Virginia, and made oath that Sarah U Winder, Mary C Howard, Sarah C Kerr and Richard B Winder are not individually worth Twenty Thousand Dollars, and that neither come within the exceptions of President Proclamation of 1865. 

Given under their hands this the 6th day of August 1866.
