I have the  honor to most respectfully inform you that at Browns Island in the James river at foot of 6th Street there are five barracks 16 by 50 feet and one fine dwelling house 40 by 40 feet which were built by the so caled Confederate Government and used for an ordinance department.

The Island in question is the property of some orphan children and is rented by Mr J. R. Anderson Tredager Iron Works who rents the said barracks to white and colored families.
