Respectfully returned to Bvt. Brig. Gen. O. Brown A.A.A.G. I have carefully examined the within Report of Mr. Roche, and consider the allegations to be of the most serious character, and sustained by the depositions of witnesses whose residences are given, who are still accessible, and appear to be testifying in good faith. Although the character of the witnesses may be bad, it is only from such sources that misconduct of prison officials can be made known – "From the internal evidence of the several statements, their corroborating one another in the same points and the reliability of Mr. Roche who made the examinations.

I am of the opinion that the accusations against the two Keepers implicated are substantially well founded.
