General:

I have the honor most respectfully to call your attention to the following statement in regard to the treatment of prisoners at the jail of this city, situated on the corner of jail alley and Marshall Street.

There are three Keepers in charge of the prisoners, respectively named William Hall, John Brooks and Fredrick Hall, the two latter named are the persons charged with using unnecessary cruelty to the prisoners, such as striking them with their clenched fist, knocking them down, kicking them while down, and whipping them with a cow hide for trifles, and not offences against any known rules of the jail. So severely have some been beaten that for several weeks they were in a helpless condition, and had to be under the treatment of a physician.
