alleged to have existed in the earlier part of last year - So it is possible that an entire change in the treatment of prisoners may have been instituted - although the officers of the prison are precisely the same. -

In taking up the several cases of the past complaints - I found some of them to refer to Dr. Dove, who has been the visiting Surgeon for the last 30 years, as authority for the statements, and no complaint whatever is made against him.  He utterly denies all those statements.  There are also some incidental parts of the report which I considered to be disproved by those in the jail and by the records.

It was my intention and that of the committee of Councils, to investigate more fully into the past accusations on account of their affecting the character of the present jailors, and in doing so to examine all the witnesses whose affidavits are attached to the report.  On my return from the inspection, however, and my oral statement to you, I was instructed not to proceed further in that matter. -

I will submit two recommendations on the subject of this jail.

1st.  That Inspections of the Jail be made by a local officer at least once every month but not to be stated, or known in advance. - If the prisoners have been bribed or intimidated so as not to tell me the truth, they may have more confidence at another time and when they see that the United States Govt. continues its authority. -
