Dear Sir
After my visit to the City Jail in company with yourself and the other gentlemen of the Committee of Councils, I am of the opinion that the within statement which I read to the committee is in some respects without foundation: and in others exaggerated.

You requested, as chairman of the Committee, that the statement above alluded to [[strikethrough]] should be [[/strikethrough]] with the names of witnesses on which it was based, should be given to you for the information [[strikethrough]] and [[/strikethrough]] and action [[strikethrough]] by [[strikethrough]] of the committee. This was in accordance with my personal intention and desire at the time of our interview

After submitting my report, however, I am now instructed
