II.- Persuant to instructions from the Commissioner Bureau R.F. & A.L., the State of West Virginia, and the Counties of Rockingham, Page, Shenandoah, Warren, Frederick, Clarke, Berkeley, and Jefferson in the State of Virginia, being in the Dept of the Potomac, are hereby transferred to the jurisdiction of Maj. General J.M. Schofield Asst. Commissioner Bureau R.F. & A.L. at Richmond. Va.
   
All Officers of the Bureau of R.F. & A.L. on duty in the localities named will report by letter to Genl Schofield for instructions-
