Respectfully returned to Gen O Brown A A A Gen, with the information, that Lieut Roth speaks the English Language much better than he writes it and I am of the opinion that he meets with no difficulty in being - comprehended by all who are brought in contact with him.  The records of his office are made in a neat and tasteful manner.  In the many cases that the Lieut has been called upon to decide, and many of them have required considerable thought, his decisions have been almost invariably correct.

Lt Roth has the interests of the Bureau at heart & works perseveringly to carry out its orders.
