The enclosed papers have been returned to me on the 17th September last, by Order of Maj. Genl. J.M Schofield, Asst. Commissioner of the Bureau for the Dept of the Potomac, with the reccommandation of the same to be taken befor the U S. Commissioner, under the Civil rights Bill.  This case being not the only, of the same kind, and to my oppinion most important, I herewith tacke the Honor (not knowing the Direction of such Officer as above refered to) to refere the matter to Your honor, most respectfully requesting You, whether to have the papers returned to me, by sending me the direction of the Office where it are to be send to, or to have it directe forwardet
