War Department
Bureau R.F. and A.L.
Washington, Dec 18,/66

Respectfully returned to Maj. Gen. J.M. Schofield, U.S.A. Asst. Commr. &c. Richmond Va. The pardons and amnesty oaths of all the parties in the within case were presented at this office some time ago.

Restoration was delayed until the libel against the property was dismissed. Some of the heirs are, and always have been, loyal. They are not all accessible now; and, to avoid delay, the Assistant Commissioner is authorized to restore the property without requiring the filing of amnesty-oaths.

By order of
Maj. Gen. O.O. Howard
Commissioner
Wm. Fowler
Asst. Adjt. Gen.
