We the undersigned a Committee, appointed by the Colored Citizens of Richmond to wait upon you, would respectfully ask for the use of two pieces of "Field Artillery" for the purpose of firing a Salute on the 1st January 1867, in honor of the Emancipation Proclamation, which we wish to celebrate

We would also ask for the loan of a U.S. Flag, which we are desirous of carrying in the procession, and bind ourselves for its safe return.

Trusting our request will meet with a favorable consideration at your hands
