No 11, 2nd In case a broken down horse was ordered to be shot by a U S Officer

There is a horse disease called "blackleg" or "quarter evil" - that may be what is referred to here as "foot Evil." The previous transcriber said "foot Quit," but I think it is more likely "Evil."
