Major,
I would respectfully request the following information.

Philip Haymaker in this County has a Brown Horse, blind in one eye, and can only walk on three feet, the fourth having the foot evil. Before the Surrender, he traded a private Horse for him to a soldier in a South Carolina Battery - the Horse bears the Battery Mark. He wants to know if under the circumstances, he is to bring him in, in pursuance to  S. O. No. 11 H.Q. Dept. of the Potomac, Richmond Va. Dec. 8th, 1866.

In case a broken down Horse was ordered to be shot by a United States Officer, but subsequently given to a citizen -
