Are all branded animals which have been given to citizens in lieu of those taken from them, to be returned to the Government?

Are the Freedmen, who in some instances have in their possession broken down horses and mules, the property of the Government, to return them in obedience to the Order?

Parties having traded private animals for Government horses, under the impression that the Government would never call for them, will they be required to give them up?

Are all branded horses and mules considered the property of the United States, where there is no bill of sale from a Government Officer, or other legal evidence of ownership?
