I have the honor to invite your attention to, the fact that I applied for transportation, for an Insane Freedman and Attendant, on the 29th Aug 1866, from Burksville Va. to Richmond Va, and return transportation for Attendant. In the meantime and while awaiting transportation, The Insane Freedman was daily growing worse. Having no place to confine him in, I deemed it advisable to bring him to Richmond as soon as possible, and not wait for transportation. I immediately made arrangements with the R.R. Co. to take the Insane man and attendant to Richmond, and I would give them the proper transportation as soon as I received it, to this the R.R. Co. agreed, and I accompanied the
