War Department Bureau Refugees, Freedmen and Abandoned Lands Washington, August 27th 1866 Maj. Gen'l. J. M. Schofield Assistant Commissioner General: As the General Orders assigning the Military Department is a little vague, as to the limits of the Department of Washington, a question has arisen as to the Counties of Virginia, heretofore included in this Department, viz. Lowden [[Loudoun]], Fairfax and Alexandria. As all the business of the last two Counties naturally comes here, I would prefer that for the present they should be under the jurisdiction of the Asst.
