Middleburg Va Sept 17th 1866. Capt Sidney B Smith Supt. R. F. and A. L. Leesburg Dear Sir: Yours of the 12th inst received by last mail. The accommodations at the Poor Establishment of Loudoun are insufficient for the paupers now there some of whom are colored persons, the Federal troops having burned the barn and inflicted other damages to the amount of about $5000 The action of the Board of overseers is entirely controlled by the county court to whom at the next term I will refer your letter for instructions as to the whol subject of colored paupers.
