1st- The general condition of the freedmen is encouraging.

2nd- The prospect of full and complete justice to the freedmen is not cheering; complaints of negroes are heard in some cases by the civil Courts. The Asst. Supt. adjudicates many disputes in regard to contracts (See several remarks)

3rd.- The Registry of Marriages is being rapidly made up.

4th.- The authorities will care for the indigent freedmen as soon as they can obtain funds; probably in the course of the winter they will be in a condition to assume the care of them

5th- The supply of labor is short of the demands.

6th- The condition of the Schools already established is, creditable and other Schools demanded.

The records of this office are creditable; the clerical ability of the Asst. Supt. is greater than that of any other officer of the Dist.
