3rd- The Registry of Marriages is nearly completed.

4th- The authorities express themselves willing and able to care for the poor freedmen if the taxation is sufficient for the purpose

5th.- The demand for labor is greater than the supply.

6th.- There are no Schools; the demand is great in several localities

Mecklenburg County
Lieut Robert Cullen

1st.- The general condition of the freedmen is encouraging: Mecklenburg and Halifax are both prosperous Counties
 
2nd.- There seems to be more of a disposition to give the freedmen justice in the Courts than in some other Counties (See general remarks)

3rd.- The Registry of Marriages is progressing, but is somewhat behind

4th.- The civil authorities purpose taking care of the indigent freedmen and have ample means to do so

5th.- The supply of labor is not equal to the demand.

6th.- There are no Schools in the County. but there is a demand for them, no support for them can be obtained from the freedpeople
