Sir,
Enclose you a letter from Mr. Baker P Lee, Sr of Hampton Virginia addressed to me and received several days ago. You will perceive that I was requested to present it in person but want of time has compelled me to enclose it to you and request its perusal. Mr Lee is an old and feeble man with a very large family to support and dependent entirely upon his own exertions for a livelihood. 

I also enclose you a copy of his pardon and can safely say that he has complied in all respects with its provisions.

Mr Lee took no part whatever in the late rebellion and his application is well worthy of your careful consideration.
