This is one of those decisions now of daily occurrence, when the negro is thrown into the hands of prejudiced civil officers who neither care for law or justice; their victims are too poor to appeal to the higher courts even if any hope of justice could be entertained. I respectfully submit that unless something is done in this and kindred cases to annul these decisions, based on cowardice or prejudice, Asst Supts. can be of but little service
