transfered from hand to hand for full value supposing that the government never would reclaim them & they are now chiefly in the hands of the agriculurist who are poor & unable to purchase them at their full present value, & when operations cannot be conducted without them. On their behalf it is most earnestly solicited that they be permitted to retain them & that on the most favorable terms, gratuitously we hove on the part of the of the government. We hope your most favorable consideration.
