B.R.F. and A. Lands,
Office Supt, 1st Dist of Va,
Norfolk Va, 10th Sept, '66

E&M RF&AL Va 2d V. 417

Respectfully referred to Asst, Comr. of Va, with the information that this claim is much too high, being far above a just compensation. The Fishery could not be rented for over $500.00 pr annum. The value of the Fishery was unknown to the Bureau, and the residents in this vicinity at the time it was rented. The past, year has been an unusually profitable one for the fishery and yet $1000 would be a very high rent for the whole year. The item of wood for each person is also much too high. About $3.00 to each family, (about 130), would be all that could be justly claimed. The rent of the small farm
(over)

to Mr. Williams should not be claimed as he has paid no rent to the Bureau.-

- The following in my opinion would be a just compensation,

Rent, of Fishery $500
Rent, of Land, $1000
Compensation for wood $400
Total, $1900

As an offset to this it should be taken into consideration that the time this rental commences is the 25th of Oct, 1865, and that previous to that time Mr. Taylor is expected to file a claim in the "Court of Claims" to cover all damages. In that case, he would be justly chargeable with the value of the wood, lumber, & crops upon the farm which would amount to,

Wood. 150 cds @ $2.00, $300.00
Lumber (est.) 120,000 ft. @ $10.00 $1200.00
1/3 crops est. $400.00
Total $1900

These estimates are below the amount, of their real value. If the farm should be returned with the wood
