General,

Your petitioner, Creed Thomas, administrator of his father Benajah Thomas decd., respectfully represents that the building at the South West corner of Broad and 8th streets, in the city of Richmond, and state of Virginia, (which property belongs to the estate of your petitioner's said decedent,) has been occupied and used by the Government of the United State, for public uses since the 3d day of April, 1865, without any compensation therefor. This property was on or about the 1st of September, 1866, returned to your petitioner by authority of the proper officers of the said Government of the United States, and your petitioner is advised that proper compensation for the use and occupation of the said building will now be made by the said Government, at least from the 2d day of April, 1866, to the end of the time when such use and occupation ceased.  And your petitioner is further advised that full compensation will be made by the said Government for the use and occupation as aforesaid during the previous time from the 3d of April, 1865 to the 2d of April, 1866, whenever the laws and regulations of the United States shall authorize
