Peter Henly (Cold), states that his boy Preston Henly was bound out to Horace Tyler, near Fluvanna C.H. by Capt Bunker, without the consent of his parents.

The Asst Commissioner directs that you have the matter thoroughly investigated, and report the result to these Head Quarters.
