March 23/97.

Dear Miss Lazarus:

I received your telegram on my return home yesterday morning, saying you would take tend bonds, and found after consultation with my partner, Col. Hecker, that since telegraphing me to New York he had given more thought to the matter and decided not to sell the same. Consequently I was compelled to wire you as I did yesterday:
"Sorry to say party will not sell the bonds. Will write you to-morrow."
I regret that this desirable investment is not available at the moment. If you would care to have me do so and will write me to that effect, I will make inquiries as to the possibility of purchasing some of these bonds in New York and the price therefor. I am sending you under separate cover some printed matter which will explain the whole plan to you. I wish you would read it and decide whether or not you care to make the investment. I believe it is safe. The only objection that I can see is the right the syndicate reserves to anticipate payment of the notes at their convenience.
Sorry I did not have the chance to call upon you last Saturday. The fact is when Mr. Dewing and I meet the Japs they corral us so completely that we find it impossible to escape.

Yours very sincerely,
Charles L Freer
