April 24th, 1899.

Messrs. E. L. Harper and Son,
Empire Building, 71 Broadway, New York City.

Gentlemen:-

Referring to the conversation had with you recently in New York and your proposition of the 19th instant offering to sell the plant of the Eureka Cast Steel Company at Chester, Penn'a. I beg to say that in accordance with my promise the matter was referred to an expert and his report is of a character which leads me to say that I should not care to consider the subject further.

Thanking you for your courtesy, I remain,

Yours truly,
Charles L Freer
