I am directed by Maj. Gen'l Howard to inform you, that Circular No 19 issued from this office, extending to the Bureau the privilege of drawing a months supply of Commissary Stores upon the requisitions of Ass't Comr's, was intended to meet any sudden emergency where extreme suffering from want of food should be discovered. Yet, Ass't Com'rs are held strictly responsible, that there shall be no waste, and that such issues shall be confined to cases, where humanity evidently demands them. Orphan Asylums and Hospitals will be cared for as heretofore. Let every Commissary
