Colonel,
The General directs me to inform you that in deciding application for transportation, the spirit as well as the letter of G.O #138 C.S. a.g.o must be considered. No unlimited issue of transportation will be sanctioned by these instructions, but where humanity seems to demand an extension of the order, you are authorized to issue transportation.

In giving this construction of G.O. 138, Gen Howard relies on your good judgement to see that no evil use is made of the permission granted.
