Colonel:
I am directed by Major Gen. Howard,Commr. &c. to acknowledge the receipt of your letter inquiring whether rent is to be paid to pardoned owners for use of property held by the Bureau for paupers, and in answer to say that such property should not be restored to former owners, but should be retained as a necessity. 

Until the property is actually restored, the Bureau will entertain no claims for rent. 

Gen. Howard desires that no more
