Commissioner By order of Col. O. Brown James A. Bates Capt & A.A.A.G. 3d V. 279. Fort Monroe Jan 4/66. Respectfully returned to Col O. Brown Asst. Com. - with the remark that on inquiry of Mr. Churchill I find that no lands were hired of Mr White The place was mostly occupied by very poor people. A few agreed to pay some rent. $63. were collected & returned before he called. By your orders what is collected is not to be given up. except in crops. Only 2½ bbls. have been collected The bal over $100. was left for him (as by your orders for his share) to collect from C. B. Wilder Capt. & A.Q.M.
